Job Summary:
Provides
support and technical assistance to staff at the International Office (IO) and
in the field in monitoring, evaluation and reporting. Priority areas of focus
include strengthening and expanding PCI’s strategic information and impact
(SI&I) professional network and peer learning opportunities in the
Washington, DC Metropolitan Area through active engagement with the
international PVO/NGO sector, donors, research organizations and other SI&I
actors. Supports the design, implementation and monitoring of strategic
information systems and impact, including the Global Impact Measurement System
(GIMS) to improve programmatic quality, documentation, and program development
efforts organization-wide. Provides technical assistance in M&E system
design and rollout for start-up countries and new and existing programs, monitors
implementation of M&E plans and provides technical assistance and capacity
building as needed. Supports the coordination, design and implementation of
selected project evaluations, including baseline assessments and special
studies. Provides technical assistance and capacity building to field and IO
staff in reporting skills, conducts report reviews and coordinates complex report
writing processes as needed. Contributes to the development of proposals and
the preparation of abstracts for conference presentation and of manuscripts for
publication as needed.
Key Duties and Responsibilities:
Strengthen and expand PCI’s SI&I professional
network and peer learning opportunities (25%):
- Identify and
facilitate access to financial, material, organizational (partnerships)
and individual (consultants, interns, volunteers) resources both
internally and externally to expand and strengthen the implementation of PCI’s
SI&I strategy.
- Assist in the
identification and pursuit of appropriate SI&I-focused public and
private funding opportunities.
- Identify and disseminate
to PCI SI&I and other staff state-of-the-art SI&I strategies and
practices through active participation in peer-to-peer learning,
networking and other professional engagement opportunities in the Washington, DC
Metropolitan Area.
- Represent PCI SI&I
to donor organizations including USAID, PEPFAR, USDA and others.
- Identify and participate
in relevant SI&I working groups, conferences, presentations, listservs,
and other effective networking and peer learning mechanisms.
Provide M&E technical support to new and existing
programs in designated countries as per the determination of the Vice President
for Strategic Information and Impact (25%):
- Provide technical
assistance in M&E system design and rollout for start-up countries and
new programs
- Monitor
implementation of M&E plans and provide technical assistance as needed
- Support the coordination,
design and implementation of selected project evaluations, including
baseline assessments and special studies
- Support the
development of new and/or expanded programs, including proposal preparation,
program design and planning (20%):
- Provide support to
proposal preparation for new and/or expanded programs.
- Assist in writing,
developing, and/or reviewing project proposals, and detailed
implementation plans.
- Provide assistance
on design of programs, projects, and studies, including review and provision
of feedback on selected program/project/study designs, survey methodology
and findings; performance monitoring plans, evaluation methodology and
findings.
Support efforts to design and implement effective organization-wide
M&E strategy (15%):
- Assist with the
review and updating of M&E materials; building upon previously
designed strategy documents and previously implemented activities.
- Assist with the
identification of current M&E needs, priorities, and resources at IO
and in the field.
- Support the design,
implementation and monitoring of strategic information and impact systems
(i.e. GIMS)
- Assist with
strengthening organizational capacity in application of state of the art
M&E methods and techniques, including program/project/study design.
- Assist in the
coordination/facilitation of capacity building in M&E for PCI staff in
a variety of areas.
Contribute to the identification, documentation
and sharing, both within PCI and externally, of best and promising PCI SI&I
practices (10%):
- Provide support for
preparation and submission of abstracts to priority conferences
- Provide support for
the development of manuscripts for publication, including adaptation of
conference or resource materials, and generation of original content.
- Identify
opportunities and provide support to share PCI’s SI&I and other
program best and promising practices with donors, other international
PVO/NGOs and other relevant entities with a focus on opportunities in the Washington, DC
Metropolitan Area.
Provide or arrange for technical support, in
coordination with RDOs and other members of the M&E Unit, to strengthen
program reporting for priority programs (5%):
- Provide technical
review and edit of drafts and/or write sections of reports, as needed.
- Maintain effective
coordination and/or provision of technical assistance on reporting as
needed for relevant programs.
- Maintain effective
communication with IO, field M&E focal points, and RDOs and other
members of the M&E team on reporting and as needed for relevant
programs.
- Contribute to the
enhancement of quality of reports, as needed for relevant programs
Required Qualifications:
- MPH or equivalent
advanced degree
- 6-8 yrs relevant
professional experience, minimum 4 yrs in a similar role and at a similar
organizational level, including project management/coordination for
international public health programming
- Demonstrated
capacity to identify and facilitate access to financial, material,
organizational (partnerships) and individual (consultants, interns,
volunteers) resources both internally and externally for effective
implementation of the SI&I strategy
- Excellent
communications skills, both written and verbal
- Excellent
networking skills
- Strong writing and
editing skills for a variety of audiences
- Strong
interpersonal, facilitation and coordination of team process skills
- Experience
supporting and coordinating proposal preparation or other writing teams
- Strong computer
skills, proficiency in Microsoft Office
- Understanding of
data management and basic principles of database design and analysis
- Understanding and
experience with program monitoring and evaluation
- Experience and
capacity in institutionalizing systems and standards throughout an
organization
- Fluency in English
and proficiency in Spanish required
- Demonstrated
ability to take written Spanish text and transform into acceptable English
- Proven team leadership
skills and ability to work as part of a team
- Ability to travel
internationally, including to remote and/or resource-limited areas
(25-40%)
